Producer’s Statement

The founder of the Taiwan Public Infrastructure Archive, Chairman Tseng Yuan-Yi, graduated from the Department of Civil Engineering at National Taiwan University in 1963 and later received a government scholarship to pursue a master’s degree in Systems Engineering at the Asian Institute of Technology (AIT). He currently serves as Chairman of the ASE Cultural and Educational Foundation and previously held the position of Director General of the Retired Servicemen’s Engineering Agency (RSEA). During his more than thirty years of service at the RSEA, he personally participated in numerous major national infrastructure projects. Even after the privatization of the RSEA, he continued to devote himself to the field of construction engineering. It can be said that he dedicated the greater part of his life to engineering and infrastructure development.

In order to share the valuable experience of public infrastructure development with the public, Chairman Tseng produced 255 micro-films documenting the processes of public construction projects. Among them, 100 films were produced in English and donated to the AIT as a way of giving back to his alma mater for its cultivation and support.

The original motivation behind producing these micro-films stemmed from Chairman Tseng’s frequent reflections on how public infrastructure—such as water supply, electricity, roads, railways, and sewer systems—is often taken for granted by the general public. Yet these facilities are fundamental to everyday life. Even a single day without water or electricity would cause great inconvenience. The safety and convenience we enjoy today are the result of more than a century of collective efforts by generations of engineers and professionals involved in public infrastructure development. By initiating the Taiwan Public Infrastructure Archive micro-film series, Chairman Tseng hopes that public infrastructure professionals will no longer remain merely “unsung heroes.” Instead, through sharing this knowledge with the public, people may gain a deeper appreciation for these hard-earned achievements, while also encouraging governments and all sectors of society to place greater value on the contributions of public infrastructure professionals to society.
